Agriculture in hilly regions differs significantly from that in the plains due to factors such as distinct climate conditions, challenging terrain, fragmented and small landholdings, dependence on rainfall, and limited awareness of modern agricultural technologies. Emerging challenges like erratic rainfall patterns and the menace of wild animals have further discouraged farmers, prompting many to abandon farming and pursue alternative livelihoods, such as employment under MNREGA or as manual laborers. A growing number of villagers, especially the youth, are migrating to metropolitan cities in search of better job opportunities.
In this context, it presents a considerable challenge for agricultural scientists, rural development professionals, and policy makers to curb migration and foster employment and income-generation opportunities within the villages themselves. Marginalized communities, particularly SC/ST farmers, are disproportionately affected due to limited land ownership, low income-generating prospects, and existing social inequalities. As agriculture yields poor returns for them, many also engage in supplementary occupations such as carpentry, tailoring, metalwork, and wage labor to sustain their livelihoods.
The Himalayan Organization for Protecting Environment (HOPE) was formally established in 1992 in Ranikhet (District Almora) with the mission to uplift the social, economic, and ethical standards of rural communities in Uttarakhand. HOPE is a value-driven voluntary organization that has been actively working for the past 27 years to promote the development of the region’s social, economic, cultural, environmental, health, agricultural, and rural sectors. The organization has been collaborating with governmental, non-governmental, and allied departments to accelerate the process of social transformation in the hilly regions of Uttarakhand. Over the years, HOPE has identified various social challenges that hinder the holistic development of these mountainous areas through its extensive field experience.
